inCITES provides its CEO, Dr. Ioannis Neokosmidis and its CTO Dr. Theodoros Rokkas to the COWI-IPF8 consortium for the implementation of the project. Dr. Ioannis Neokosmidis, acts as Project Manager. He leads a team of 10 experts (local and international) to: Perform a digital diagnostics for Albania, estimate broadband demand and offer, calculate the cost of network deployment, propose legal, regulatory and institutional recommendations, propose funding schemes and investment models and draft a procurement strategy. Dr. Theodoros Rokkas offers his expertise in the areas of market analysis and market/investment models.
